US President Trump’s increased Reciprocal Tariffs went into effect today, Wednesday, April 9th, at 12:01 a.m. Eastern Standard Time (EST). The additional ad valorem duty increased for trading partners enumerated in Annex I to this Order at the rates set forth in Annex I (excluding goods enumerated in Annex II) – most countries not on the list for increased reciprocal tariffs will receive the base line tariff of 10 percent.
In retaliation to these reciprocal tariffs, China implemented a 34 percent tariff on US origin goods for which Trump gave China until noon yesterday to rescind, otherwise an additional 50 percent would apply upon import to the U.S.. China did not remove their tariff and Trump has increased the additional ad valorem duty on China origin goods from 34 percent to 84 percent, effective at 12:01 a.m. EST today as well. These additional tariffs are above and beyond most previously issued tariffs against China resulting in import tariffs of at least 104 percent to most China origin goods entering the U.S..
US Customs and Border Protection (CBP) issued the following notice via the Cargo Systems Messaging Service (CSMS):
Imported goods of China, other than those that fall within the identified exceptions included in CSMS 64680374, entered for consumption, or withdrawn from warehouse for consumption on or after 12:01 a.m. EST on April 9, 2025, are subject to the following HTSUS classification and additional ad valorem duty rates.
9903.01.63: Articles the product of China, including Hong Kong and Macau, will be assessed an additional ad valorem rate of duty of 84%.
CBP will provide additional guidance to the trade community through CSMS messages as appropriate.
In order to declare the applicable tariff rate upon import, an additional HS tariff classification, found here, must be provided to CBP at time of import to the U.S.. As a matter of reference, a single commodity imported may require up to 6 additional HS tariff classifications to be assigned in order to assess the applicable tariffs.
China – De Minimis Tariff Increase
In addition to the above, the De Minimis (Section 321 Release) conditions have also been revised as follows:
- increase the ad valorem rate of duty set forth in section 2(c)(i) of Executive Order 14256 from 30 percent to 90 percent;
- increase the per postal item containing goods duty in section 2(c)(ii) of Executive Order 14256 that is in effect on or after 12:01 a.m. eastern daylight time on May 2, 2025, and before 12:01 a.m. eastern daylight time on June 1, 2025, from 25 dollars to 75 dollars; and
- increase the per postal item containing goods duty in section 2(c)(ii) of Executive Order 14256 that is in effect on or after 12:01 a.m. eastern daylight time on June 1, 2025, from 50 dollars to 150 dollars.
