Mandatory CARM Registration and Customs Broker Delegation for All Importers Before April 26, 2024

Attention to all Canadian importers! The Canada Border Services Agency (CBSA) is introducing significant changes that will impact the way you import goods into Canada. The CBSA Assessment and Revenue Management (CARM) initiative is entering a critical phase, which means that all importers must register in the CARM Client Portal by April 26, 2024, ahead of its mandatory implementation on May 13, 2024.

Why is CARM Registration Crucial?

CARM is a new approach developed by CBSA to modernize and simplify customs processing in Canada. Its main objective is to make the importation process more efficient, secure, and straightforward. However, with the introduction of CARM, there is a significant change: all importers must register in the CARM Client Portal before the system goes live. Failure to do so will result in an inability to import goods into Canada, as the portal is crucial for conducting accounting functions, accessing accounts, and more.

What Does This Mean for You?

From April 26, 2024, the CBSA will be implementing a transition period from the old system to the new CARM system. During this time, members of the trade community won’t be able to perform accounting functions, access their accounts, or register in the CARM Client Portal. Therefore, it’s crucial for all importers to complete their registration before this date to avoid any disruptions to their import operations.

Direct Payment and Delegation of Authority

As per the CARM requirements, all Canadian customs brokerage clients of Universal Logistics are required to directly make duty and tax payments to CBSA through the CARM Portal. It is recommended that importers familiarize themselves with the Importer Direct Payment options for duties and GST.

Additionally, Universal Logistics will request “Delegation of Authority” from all active clients. This is a necessary step for us to effectively manage your customs requirements and provide visibility for your monthly Statement of Account. When registering, please select access to “All Programs” with “Business Management” status and agree to all three Transaction Visibility Rules.
